The Board of Directors will hold a regular meeting Wednesday, November 23, 2016, at the Village of Round Lake Public Works and Policy Facility, 751 W. Townline Road, Round Lake, IL 60073. The meeting begins at 7:00 p.m. with a public forum at which homeowners have a chance to address the board. After the forum, the board will begin its business meeting. The agenda includes approval of minutes and financial reports, final approval of the budget for 2017, engagement of the accounting firm for annual compilation of fiscal year 2016, and approval of new contract with Premier Residential Management. We are now entering the home stretch to the November 8 General Election. Early voting has in fact already begun and will run through October 21, but only at the Lake County Clerk’s office in Waukegan. Starting October 24 and ending either November 5 or November 7, depending on location, early voting will open at more locations around the county, and one can vote early at any one of these locations. The nearest early voting sites to us in Lakewood Orchard are the Fremont Public Library and Round Lake Village Hall. All early voting sites are open Monday through Saturday, and some are even open on Sunday, but the hours vary, so check the Lake County Clerk’s Website for the complete and correct information: November 8, 2016 General Election
While the 11/8 election looms large on the horizon, let’s not forget that there is another important election coming up next year, namely, the Consolidated Election on April 4, 2017. This is the election for the board members of our local governments, such as the village, public library, public schools, park district, fire protection district, and township. You may see and encounter prospective candidates for the offices on these local governing boards circulating petitions around the neighborhood or around town. These prospective candidates have until December 19, 2016, to get the required number of signatures from us the registered voters in order to be on the ballot April 4, 2017. The agenda includes approval of minutes and financial reports, discussion and approval of a budget for 2017, approval of a schedule for our natural area restorations in 2017, and discussion on possible changes to our HOA documents. There will be final segment to discuss and possibly act on any other new business. Please attend!
The Board of Directors would like to remind our fellow homeowners about the rules and regulations that need to be followed when a homeowner wishes to make improvements to their building or site. The Village of Round Lake has building codes that require building permits for almost any project one can think of. Please see the Building Department’s Webpage for more information on permits.
Before getting a building permit, a Lakewood Orchard homeowner is required to get approval of the Homeowners Association Board for most property improvement projects. Details about project approval are found in our HOA documents on this Webpage: Documents. On this Documents page you’ll also see a link to the Alterations & Additions Application, also known as an ARC form, which must be filled out and sent to our management company for review by the Board acting as the Architectural Review Committee (ARC). The ARC will review the application and either approve it or disapprove it according to the HOA regulations. The vast majority of the time the ARC grants approval; the rare times that the ARC disapproves is when the application is in obvious violation of either the HOA regulations or the Village code. The ARC typically turns around an application in a day or two. We urge all homeowners to follow proper procedures before beginning any building or site improvement project. Those homeowners who do not follow code and regulations are subject to fine by both the HOA and the Village.

The annual meeting of the homeowners of our association was scheduled to take place on May 18, 2016 (see previous post), but it was unable to be legally convened because of a lack of a quorum of homeowners present either in person or by proxy. The result of no annual meeting is that the current board members will remain in place with all seats on the board up for election in May of 2017.
Since no annual meeting was possible, the board convened its regular business meeting. The major item of business the board acted on was the approval of a landscaping improvement plan that would, among other things, add more plantings to our various islands in the subdivision and to the playground. The current board members then elected new officers from among themselves:
- Andrea Jourdain, President
- Stephen Bero, Vice-President
- Tyrone Seymour, Treasurer
- Kathy Pegg, Secretary
As there was a vacancy on the board, the board appointed Stacy Tillotson, who had volunteered to fill the vacant director position. We welcome Stacy and congratulate all the board members as they begin this new year of service to our homeowners!
